Ffmpeg.exe.local purpose?

Using 19.07.15 and
tried to export with /other pix_fmt=yuv420p10le, and
got 8bit video i think because of
x265 3.1.1+2-g5d17827:[Windows][GCC 5.5.0][64 bit] 8bit
And i think is it possible to point to my build of ffmpeg with
ffmpeg.exe.local ?

An .exe.local file provides DLL Redirection. Basically, it makes the executable look in the exe’s local directory first for a DLL.

Export does not use ffmpeg.exe. It uses libavformat and libavcodec etc. Shotcut uses ffmpeg.exe for its Reverse, Convert to Edit-friendly, and Extract Sub-clip functions.
