Is it possible to make a mask just around somebody or around an object ? Not a rectangle around…

In general - No.
If the person is stationary in the video you could just possibly export a frame and edit this frame in an image editor like Photoshop, Paintshop Pro or Gimp to make a mask and then use that mask in Shotcut. But if the person is moving about a lot in the video this won’t work so well.

I think it may be a good idea to add this effect in Shotcut…
