Data Rate of a video clip

1.I wonder if there is some way to set data rate of the exported video, so do not have to use a compression program to make the file smaller.
2. Is there an option of “Goto…” to put the playhead on an known point.

The time code works as follows: hh:mm:ss:ff hh = Hours mm = Minutes ss = Seconds ff = Frames Depending on the fps your video is, the ff value you enter will vary for each video at different fps settings. If you have a 30 fps video and have it set at :15, is different than if you have a 60fps video and have it set at :15.
