What is your Shotcut version (see Help > About Shotcut)? Is it 32-bit?

Can you repeat the problem? If so, what are the steps?
Cutting and pasting a set of clips onto another point in the timeline places the 1st clip at that point and all others where they previously were, if Ripple All is selected, and altogether if it isn’t. Is that intentional, or is it a bug?
I have the same version of Shotcut on Windows 11 and do not see this behaviour. As an example:
I have 4 colour clips on the track Blue, Red, Green, Yellow and White.
I select both the Blue and Red clips and cut them to the clipboard (it doesn’t matter if I use Ctrl-x or the scissors icon).
I then move to the start of the Yellow clip and paste (it doesn’t matter whether I use Ctrl-v or the clipboard icon.
The result is the same in both cases: the clips are now in the order Green, Blue, Red Yellow and White - as they should be. The results are shown below. You talk about Ripple All: if you set Ripple All Tracks it makes no difference.
If you try this experiment and the result is different then I don’t know what to suggest.
