Is there an option to slow down or speed up the playback rate of the project? So I’m not talking about speeding up clips.
For example; in a project with many flashing clips it would be great if I could put the playback speed on 0,5x, so I can position the short clips more accurately.

You can but only faster than 1x. Repeated presses of rewind or fast forward goes faster. To go slower, sometimes it works to press and hold the cursor key and let key repeat and lag dictate the speed.
