Any item within playlist can only moved upto one item less than last, but not till the end.
Alternative: Once it’s moved to N-1 position, the Nth item can be moved to N-1 position to swap it as the last item.
which playlist are you exactly speaking about? Please elaborate your problem so that someone could help you better! There are some cool Chinese music apps that you can refer which won’t give you the issue.
It can be done, but it is difficult. I need to let the empty space be a target for the end as well.

It works for me without a problem. No workaround.
It was not working when Playlist > menu > View mode = Icons. I fixed this for the next version 19.02 due by end of February. I also added the behavior to let dropping to a blank area of the playlist mean the end for all playlist view modes.
