Yes, easily.
0: Make a test video in Openshot or Final Cut Pro
1: Export an XML file from either software
2: Attempt to open it through Shotcut

Although Both Shotcut and Openshot use MLT they are not compatible, i.e. you cannot take an MLT file created by one and open it in the other and expect it to work. The roadmap does have an item which says “add Kdenlive XML export”, but this has not been implemented (yet).
