Hi, new to Shotcut and love its great features - but cannot export to anything but webm and AVI.

I am on Ubuntu 21.04, [GeFOrce] GTX 1050, NVIDIA 510

This did not help
sudo apt install nvidia-cuda-toolkit

I cannot tell you how to fix your system for NVENC, but it is not necessary. Turn off the hardware encoder in Export since it is not working for you. Then, you can encode H.264 and HEVC using the CPU encoders.
