Im trying to make a vhs effect with mixing bunch of filters but my texts are doesnt get affected by filters because the program considers texts as filters too. What should I do ?

The order of the filters is important.
Suppose you have a Text: simple and 2 other filters applied to a clip.
If your text filter is below the other 2 filters in the list, it will not be affected by the 2 other filters.
Move it to the top of the list and it will be affected by the 2 other filters.

Use Open Other > Text. That generates a text clip independent from your video clip. That should be on a track (layer) above some other video track. You can now add filters to that text clip to do interesting effects to only the text and not the video/image in the lower track.
