But the default youtube settings on shotcut have this value at GOP=15 while my frame rate is 60, It’s supposed to be 30.

YouTube does just fine when you deviate from their recommendation. They simply needed to give people some target to prevent getting crap (e.g. MPEG-4 part 2 simple profile), and Shotcut needs a preset to match what they published. However, that recommendation gives quite large file size that people complain about.
