I wish to lower wind noise and keep voice volume
Shotcut does not have anything to help reduce wind noise. You can try Audacity noise removal, but I think that is a very tough problem that may require a machine learning algorithm.
While there isn’t much you can do to remove wind noise, I find that sometimes I can reduce the distraction if I apply a high-pass filter to at least reduce the low frequency rumble that is often present. If you really want to narrow in on the voice frequencies, you could apply a band-bass filter centered on 3000Hz. Then, play with the bandwidth to find the best balance between noise reduction and voice.
