Adding the "Sepia Tone" filter to be able to be keyframed

I was messing around with it and found an interesting creative use where keyframes would easily help. I don’t know if this is an intended use (e.g. if it’s intuitive) of how keyframing should work in Shotcut, but, I see it works off of numerical sliders like other filters that are able to be keyframed.
