Ability to neutralize Snap To for elements in muted tracks

(I have been using Shotcut for a couple of years now, and I really love the software.)

I would like to be able to (or have the system default to) neutralizing the snap to function for the start/end frames of elements that are in tracks that are muted. I frequently find that I cannot drag an element to the frame that I want because of another element 1-3 frames away. That element is never in the track(s) that I am currently working on, and it seems to me that this is the easiest way to avoid that situation.

You can temporarily suspend snap in the middle of dragging by pressing Alt.
