3 seconds missing - problem with positioning cursor at the given time

I prepared a short video as this bug is quite challenging to explain. Shortly sometimes it’s quite challenging to set cursor at the given position. Ex. in this video I try to set it exactly at 1:00:00. And you can observe what is happening. It looks like that “3 sec of my video are missing”. but4 missing3sec output - YouTube

It is not a bug; it is due to drop-frame timecode designated by the semicolon.
Also, the last field of timecode is frame count, not seconds.
