Wrong Color Range (can't set Full (JPEG))

What is your operating system?
Windows 10 2H20

What is your Shotcut version (see Help > About Shotcut)? Is it 32-bit?
20.01.29 Windows x64 portable

Can you repeat the problem? If so, what are the steps?
In a video source that has full color range but is interpreted as Broadcast Limited, the Video Waveform shows values outside the 0-100 range. Setting the source Color Range does not compress the color range. In 201128 and previous, this worked.
