As I wrote before it depends on your system display scale, which neither of you reported. Look I reproduced it for you by running at 150% on a 3840x2160 monitor. I donts see shotcut’s shortcut tab with the target field in properties as you mentioned above.

I’m running on the zip edition on a Standerd user account instead of an admin account.

You have to make a shortcut if you want to edit the properties of a shortcut.
