Waveform issue is not completely fixed in 18.09

There's somthing wrong with mute, waveform, and multi track

Steps to reproduce: Launch Shotcut Open a video with some audio or audio file. Move the entire thing or a portion of it to the Timeline. Choose Add Video Track or Insert Track to add another track. Click the mute button on V1. The waveform on V1 doesn’t toggle on each click. On a single-track mode, clicking the mute button toggles the waveform. Moving around the clip on V1 causes erratic toggling effects of the mute bottoms. Here are some I was able to see: If V2 is empty, mute is off on V2…

But the rest of it is not.

Most barebone issue appears to be this:

1. Add a video track to the Timeline before dragging and dropping a clip.
2. Mute the track beforehand.
3. Drag and drop a clip.
4. Waveform is absent. This is expected.
5. Unmute the track.
6. Waveform doesn’t show up.

a) Only tested in Windows 7 64bit.
b) This happens on both two PCs of mine with different CPUs.
