VLC will play partial MP4 videos providing the metadata is situated at the beginning of the file rather than at the end.
I just exported an MP4 file from Shotcut and VLC would not play it until the export was complete. Also mediainfo displayed no useful information until the export was complete, which makes me think that Shotcut saves the metadat at the end of the MP4 file.
