There needs to be panning and if there is where is it? becase i need to use the scaling and rotating tool to get a not smooth pan

There is no panning as of yet, that would be under keyframe-able filters in the top of the roadmap. It is the most requested feature from many sources. There is no determined date for when this will be released, as we are not currently working on it. Shotcut is developed by a few people in their free time, so new features cannot just be added when people ask for it.
