No other tool/player has any issue with them, in Shotcut, the frame is not updating during playback.
Opened your file in Shotcut Beta. The frames did not update.
Use convert to edit friendly.
The file will play properly.
Change the video track in Properties. The first track is a so-called poster image embedded in the file.
For the next version, I will try to make a change to have Shotcut default to the main video track instead of the poster image.
This is fixed (use more suitable video track by default) for the next version 19.10
