I think you are referring to RTFX Generator on videohive.
These will never be included in Shotcut directly. However, the page states:
The product is designed for Adobe After Effects, but you can use pre-rendered clips with all non-linear editing tools support mattes and compositing
In that case, you can purchase these and already use most of them in Shotcut.
