I Tried Making A Video Today But When I Tried Dragging Video Files Inside And Started Playing it To Test It. It Had Random Filtered Hacked-Like Noise That Was Messing Up The Audio And Quality Of My Video Project, I Tried Updating Shotcut But Nothing Is Working For Me 
These are probably just preview glitches, which are typically worse with higher frames rates (>30 fps). There was a bug in v18.07 that made it even worse. (The latest version is 18.08.14.) If you Export and check the result in a media player, it should be better.
