There are no filters shown when open the filter-menue.

Remember, a clip has to be loaded in the source player or placed in the timeline for the filter menu to become active.
As @Keno40 suggested, a screenshot would help show us why yours may be inactive. However if there really is a bug where you can’t add a filter under normal circumstances, please do tell us more. Thank you.
