I’m trying to render a video using libx264 with a quality based vbr of 100%, but when my video is done rendering, the mp4 file just plays a black screen with the video not even progressing forward. Is there something wrong on my end that I’m doing? Or is it something else?

Have you tried unchecking “Use hardware encoder”?
Make sure you’re using the latest version of Shotcut which can be downloaded here: https://shotcut.org/download/

This is your problem. Many players cannot accept files like this. Others such as Shotcut and PotPlayer can. Try at 95% instead.
