Is there noise reduction for video clip

I found a program called neat noise reduction for video clip is available in programs like DaVinci resolve and adobe premiere. Is that something like neat or built-in in shotcut ?

How can I gain the best reduce noise from this two tools. just playing around with them to get or have some rules I should deal with it to reach the best result? because I tried them the video clip begin slowly and I IDK what should I do ?

That filter is now called “Reduce Noise: Smart Blur”. There is also another called “Reduce Noise: HQDN3D”.
