How to use Ripple E.A.O.T while excluding a track?

I would like to move most of the tracks, just not all.
Also, is there a way to keep it from slicing tracks?

You sure you don’t mean clips instead of tracks?
If you turn on both Ripple icons in the tool bar you can move any of the clips that follow the clip selected:

To prevent the clips on a certain track from being sliced apart with Ripple, you can lock a track you don’t want affected in advance:
