idk how to fade in and out text on the new updates or latest update

It hasn’t changed. Select a transparent clip and add the Text to it. Apply the Fade In and Out filters on that transparent clip. If you are overlaying the text on an image then on the Fade In and Out filters make sure to check “Adjust opacity instead of fade with black” option.

There is also Open Other > Text.
