Is it possible to make an update that adds a new kind of layer? The layer can be called a filter layer and it’s purpose is to apply a filter to everything under or over it. So for example, instead of putting multiple filters in each individual layer there can be a layer at the top that applies filters to all the clips and layers under it. Also along with this can there be a way to move tracks up and down?

Click Master (top left corner of timeline) and use Filters. It affects the timeline output, and you can use filter trimming in Keyframes to control when the filter starts and stops.
