It seems that Shotcut does not support colons in clip’s filename.
Nevertheless, this is a pattern used by screen-recorder. For example:

This is working fine for me in Linux, macOS, Windows in the latest release version 19.07. Note that Finder and Explorer prohibit users from renaming files to include a colon.
You did not specify your OS, OS version, Shotcut version, and screen recording software.

I’m using Shotcut 19.07.15 on Ubuntu (Linux).
The files are correctly loaded. The problem occurs when we reopen the project.
PS: please, note that the filenames contain two colons.
This bug is fixed for the next version 19.09.
