how do I create chapter labels and a chapter overview at the beginning after completing the films?
Chapters are not usually recorded onto the video, they are created (from data you provide) by the service you use to publish your final video. e.g. For YouTube see:
If you want to hardcode a description of them into your video you can use the “Text: Simple/Rich” filter to create them.
