Are RTX 50s GPUs supported for GPU acceleration?

Mine is a RTX 5060 Ti. While exporting a video, with GPU effects checked, the CPU usage is 100% and GPU is around 18%.

Yeah, as mentioned in the FAQ, it’s normal not to see the GPU at 100% utilization.
